THE MARSHAL MOVEMENT.

Marshals pledge and commit to code of ethical self- regulation and discipline in their duty posts; to unwavering insistence on best practices in their spheres of operational and leadership influence; and to being models and mentors to pupils, students and colleagues. They are working towards realizing the vision of facilitating education systems capable of raising high performance leaders and workforce with character, integrity and competence to deliver transformation.
Marshals commit to combat the challenge of exam malpractice, academic dishonesty and corruption in education, a challenge of life and death and existential consequences for society. They commit to defend the code of honor, truth and integrity that underpin education and which is being hopelessly compromised. They are resisting the feeding and weaning of youths on diets of fraud, dishonesty and corruption in education through systemic examination malpractices and academic dishonesty. Marshals are resisting the killing of people through failed projects, programmes, services, businesses, institutions and governments being delivered by incompetent and unqualified products of education system equipped and licensed with underserved certificates through exam malpractice.
THE NEED TO ESTABLISH INSTITUTIONAL CHAPTERS.
The matter of exam malpractice is made worse by its metamorphosis from mere indiscretion by students attempting to cheat in examination halls into serious organized criminal, facilitated by networks of syndicates for the purpose of making money. Among members of organized exam malpractice syndicates are, unfortunately, rouge exam administrators, school proprietors, principals, teachers, and lecturers embedded in education ministries, agencies, institutions and in examination boards and supported and facilitated by misguided parents and professional criminals. But the entry of exam malpractice into the league of organized crime perpetrated by powerful criminal syndicates calls for more effort beyond the lone ranger, one-man army strategy in line with the doctrine of John Kenneth Galbraith, the celebrated American economist, diplomat and presidential counselor. n his book,“The Anatomy of Power”,JKG postulated the concept of countervailing power to the effect that the unwelcome exercise of power derived from organization, wealth or personality can be effectively checked with deployment of symmetrical countervailing organization, wealth or personality.
Combating exam malpractice successfully as organized crime therefore calls for a serious countervailing organization of Exam Ethics Marshals to bond and work together to challenge and blow the whistle on exam malpractice syndicates in education ministries, agencies, institutions and exam boards. While the courage and determination of individual actors are important, no one government, one examination board, one regulator, one institution or one Marshal can successfully retrieve education from the iron jaws of exam fraud syndicates.

PROCESS OF STARTING A CHAPTER.
The process of starting an Exam Ethics Marshals chapter is simple.
- If Exam Ethics Marshals in your institution are yet to be formally organized as a chapter, complete and return the online expression of interest form for starting a chapter of Exam Ethics Marshal.
- In institutions with no certified Marshal, an educator that has undergone the process of assessment and formally admitted as Marshal-Designate/Trainee can apply to start a chapter provided there are at least two Marshals -designate in the institution. - All requests to start a chapter of Exam Ethics Marshal must be approved by Head of the Institution unless the establishment of the chapter is being pioneered by the Head. ALL existing Exam Ethics Marshals chapters across the world have been championed, pioneered, supported or facilitated by ethics-friendly Heads of Institutions.
