Education today is challenged by at least forty(40) types of corrupt and criminal practices including examination malpractice, academic dishonesty and campus cultism. The result is that Education is no longer able to perform its role of raising leaders, citizens, professionals and workers with character to shun corruption and competence to deliver transformation. Instead, lives and livelihoods are being destroyed through failed projects, programmes, services, businesses, institutions and governments being delivered by incompetent and unqualified workforce and leaders equipped and licensed with underserved certificates through exam malpractice and academic dishonesty. The good news is that there are centres of excellence represented by Exam Ethics Friends and Partner Institutions (EE-FPIs).

Certification as EE-FPI is a stamp of integrity that proclaims the total commitment of the institution to the code of truth, honor and integrity that govern the search for and dissemination of knowledge; to unwavering commitment to best practices in admission, training, examination, certification, registration, regulation and administrative processes in education; and to zero tolerance to exam malpractice, academic dishonesty, campus cultism and corruption in education.

COMBATING GORGON MEDUSA OF EDUCATION.

In Greek mythology, Gorgon Medusa is described as a winged human female monster with venomous snakes in place of hair. Those who made eye contact with her turned into stones. Education today is being turned into stone under the daily and relentless gaze of modern-day Gorgon Medusa of examination malpractice, academic dishonesty, campus cultism and corruption in education. Almost stone dead, Education is being stripped of its power to raise leaders, citizens, professionals and workers with character to shun corruption and competence to deliver transformation. The good news is that the indomitable HERO PERSEUS, who refused to accept the myth of invincibility of Gorgon Medusa tenaciously battled and beheaded the monster.

Exam Ethics Friends and Partner Institutions who, like HERO PERSEUS, have refused to accept the invincibility of the Gorgon Medusa of examination malpractice, academic dishonesty and corruption are today engaged in mortal existential combat with the Monster. History will also record that these institutions successfully beheaded the Gorgon Medusa of our times.

GORGON MEDUSA: MONSTER WITH THOUSAND HAIR OF SNAKES.

Ethic-friendly institutions are at war with Gorgon Medusa of Education as personified by intricate, interconnected and complex challenge of examination malpractice, academic dishonesty, campus cultism and corrupt practices. The various components of the challenges represent the various venomous snakes the Medusa carries on its head in place of hairs. The process of turning Education into stone by collapsing it’s moral and ethical foundation and infrastructure that started decades ago. The clear and present consequences are just steering us in the face. The hairs of snakes on the Monster’s head can be counted in thousands. But we can quickly isolate at least forty (40) types of corrupt practices including exam fraud and academic dishonesty in addition to campus cultism ravaging our education system.

The examination, assessment and evaluation malpractices ravaging the education system include: students admissions and selection fraud; leakage of question papers, collusion, mass cheating, cash and carry rogue exam administrators, impersonation by exam mercenaries; extortion of money, handouts scams, missing scripts scams, clearance fees scams, result reconciliation scams, re-seat scams; sextortion (extortion of sex from female students by male lecturers as condition for award of pass marks); sale of marks and grades; sale of degrees including honorary degrees (degree mills); monetization of continuous assessment processes.

Ethic-friendly institutions are also battling with issues of academic dishonesty that include :falsification of research processes and results, sale of students’ project work (project mills), plagiarism, alternative-to-practical examinations in junior and secondary school exit exams, dry laboratory practical exams in tertiary exams, cash and carry fake accreditation of courses and institutions.

Corrupt practices in education are also giving institutions sleepless nights: granting operational licenses to fake institutions and certificate mills; licensing exam magic centres as “schools”; corruption in recruitment, evaluation and promotion of staff; class-action ghost worker’s scam; corruption in payment of staff salaries, allowances and pensions; embezzlement and misappropriation of funds meant for infrastructure, teaching and learning facilities; corruption in budget approval processes; cash and carry legislative and executive oversight functions; corruption of regulatory, inspectorate and quality assurance functions; signing collective agreements as diversionary bargaining strategy; and contract padding, diversion, abandonment.

Don’t forget the issue of patronage where elected leaders and their acolytes, officials of government ministries and agencies, immediate communities of institutions demand special privilege that negate the fundamental policies of allocation of offices, positions, resources and benefits. Allied to this is the issue of institutional capture where powerful ethnic groups, vested powerful interests and union officials cease control of the governance structure to effectively turn even universities to no better than community grammar schools. The capture and corruption of students’ politics with partisanship and money are icing on the cake of turning institutions to gorgon medusa stones.

The collapse of moral and ethical infrastructure is completed with metamorphosis of exam malpractice and academic dishonesty from mere indiscretion by students to serious organized crimes and scams, facilitated by networks of rouge exam administrators, school proprietors, principals, teachers, lecturers, public servants, parents aided and abetted by professional criminals for the purpose of making money. The consequences are clear and present: killing of people through failed projects, programmes, services, businesses, institutions and governments being delivered by incompetent and unqualified workforce equipped and licensed with underserved certificates through exam malpractice. 

Campus cultism, one of the most dangerous hair-snakes on the head of Gorgon Medusa of education, is now a major source of insecurity, criminality, violence, deviant behavior, exam malpractice and killings in institutions. It is now fast spreading to primary and secondary schools; and to creeks and streets. Vanguard Newspapers of Dec 2, 2019 reported that campus cult-related incidents resulted in over 10,000 deaths within and outside campuses between 1996 and 2019.

HISTORY 

The dark cloud of the collapse of moral foundation of education started decades ago. It is against this background that Exam Ethics Marshals International was founded in 1996 in Nigeria by Ike Onyechere, MFR, as a global not-for-profit, non-governmental, membership movement of education stakeholders committed to defending the code of truth, honor and integrity that govern the search for and dissemination of knowledge. The Exam Ethics Project has been endorsed by various national governments. The project was endorsed by the Nigerian National Council on Education for implementation in Nigeria’s educational institutions on 3rdDecember 2003.

 EXAM ETHICS MARSHAL INTERVENTIONS.

The Exam Ethics Marshals Movement is totally committed to unwavering promotion of best practices in admission, training, examination, certification, registration, regulation and administrative processes in education. In line with the ideology of “it starts with me”, Marshals commit to codes of: ethical self- regulation and discipline in their duty posts, to unwavering insistence on best practices in their spheres of operational and leadership influence, and to being models of integrity to pupils, students and colleagues with actions that speak louder than lectures. Marshals are very active in establishment of Exam Ethics Students Clubs in schools as vehicles for catching them young, for planting seeds of integrity in their fertile minds and for providingthem with early-warning guidance against exam malpractice and campus cultism. Marshals are also blowing the whistle against rogueeducators.

INSTITUTIONAL  STRUCTURES OF EXAM ETHICS MARSHALS MOVEMENT.

The institutional structure of Exam Ethics Marshals Movement stands on three legs.The first leg is Exam Ethics Marshals with chapters in educational institutions which operate as countervailing organizations to exam malpractice syndicates. The second leg is Exam Ethics Students Clubs which are also operational in primary, secondary and tertiary institutions in terms of sowing seeds of integrity in the fertile minds of pupils and students. The third leg is Exam Ethics Friend and Partner Institutions that provide enabling support, facilitation and environment for implementation of exam ethics interventions.

The notice “welcome to XYZ INSTITUTION… EXAM ETHICS FRIEND AND PARTNER INSTITUTION” at the entrance of any institution says a lot about the institution. It is a stamp of integrity that proclaims the total commitment of the institution to the code of truth, honor and integrity that govern the search for and dissemination of knowledge; to unwavering commitment to best practices in admission, training, examination, certification, registration, regulation and administrative processes in education; and to zero tolerance to exam malpractice, academic dishonesty, campus cultism and corruption in education. Exam Ethics Friend and Partner Certification does not mean that the institution has completely eradicated exam malpractice, academic dishonesty and corruption in the institution. It means that the institution is genuinely committed to the effort. It means that the institution is providing the enabling support, facilitation and environment for defending integrity of education.

EXAM ETHICS FRIENDS AND PARTNER ELIGIBILITY FACTORS.

The four conditions that qualify educational institutions for certification as Exam Ethics Friend and Partners include:

1.The Head of Institution should be ethics-friendly in words and action and totally committed to defend the code of truth, honor and integrity that govern the search for and dissemination of knowledge and must have zero tolerance for exam malpractice, academic dishonesty, campus cultism and corruption in education.

2.Establishmentofoperational chapter of Exam Ethics Marshals International (if trained Exam Ethics Marshals are already in the institution)as endorsed by some national governments. The project was endorsed by the Nigerian National Council on Education for implementation in Nigeria’s educational institutions on 3rdDecember 2003.

3.Meticulous selection and registration of ethics-friendly academic and non-academic staff as Exam Ethics Marshals Designate if there are no trained Marshals in the institution. Registration qualifies Marshals-Designate for admission to be trained as Marshals subject to passing eligibility criteria. Marshals-Designates are allowed to establish chapters in institutions. Ethics-friendly Educators are volunteering and registering as Marshals-Designate on their own without waiting to be selected. The registration and training are  online. 4.Establishment of operational chapter of Exam Ethics Students Club in the institution as endorsed by some national governments including the Nigerian National Council on Education. 5.Institutional support and facilitation for successful operations of Institutional Chapters of Exam Ethics Marshals and Exam Ethics Students Clubs. Many institutions have created Senate/Establishment Committees as part of governance structure at par with other committees.
